Program Description

Troubled children and youth, ages 3 to 18 are placed into the homes of qualified, skilled Treatment Foster Care (TFC) parents. Once placed in our therapeutic program, these children and youth receive team oriented attention of Hogares staff and Hogares Licensed TFC parents who work together with in order to improve the child’s unacceptable behaviors.
Commitment to children is our cornerstone and change is facilitated through an organized treatment approach based on the needs and problems of each individual child. Required of TFC parents is teamwork and personal training along with providing supervision, structure, consistent positive messages and re-direction of the child’s problem behaviors. Required of staff are teamwork, ongoing support and training of TFC parents, therapy for the child and in-home visits promoting a strength building environment. Biological parents are involved in therapy and skill development with the intent of returning children to their homes.
Help for Children and Youth
Why do some children need to be placed in treatment?
- Sometimes children and youth engage in troubling behavior due to traumatic events in their past. Unable to release their deep-seated anger in words, they act out their anger.
- They may engage in angry outbursts, threatening action, running away, poor school performance, theft, property damage, depression, anxiety, self-abuse or other demonstrations of their deep seated anger.
- They often change such behavior when guided in a structured environment in which they build their personal strengths with through consistent messages and direction.
- They come to understand that we will not give up on them.
- They change behavior through the help of a family and Hogares staff for approximately nine months.

How does treatment occur?
- Referred by State agencies, Managed Care companies, hospitals and biological parents they receive specific therapeutic treatment services based on their mental health diagnosis and behavioral problems.
- Children are matched to a licensed Treatment Foster Care family.
- Hogares treatment staff support the licensed parent, train and monitor their responsibilities and activities.
- Once behavior is assessed a Treatment Plan is designed based on the child’s difficulties and areas of behavior which need change.
- Listing goals and objectives, the Treatment Plan drives direction of care, is adjusted regularly and progress is measured.
- At a minimum, the child receives weekly individual therapy, family therapy as indicated, regular in home visits.
- Biological family members are trained in how to deal with their child’s behavior problems and are involved in family therapy.
- Psychiatric consultation and medication evaluation and monitor is provided as indicated.
- Emphasis is placed on building strengths in areas related to interpersonal relationships, clear boundaries, decision making, school success and positive leisure activities.
- Safety measures are taken through specific planning and a high level of parental supervision.
- A team approach is used for crisis management and problem solving.

Licensed Parents
- Comprised of married and partnered couples and singles with or without children.
- Are of sound mental health.
- Are age 25 and above.
- Provide a safe environment.
- Demonstrate professionalism as they advocate for the needs of children.
- Continuously improve their skills with a thirst to learn ways of improving their parenting practices.
- Reside in a four county area within a 1 hour drive to Albuquerque.

Responsibilities
- Participate with Hogares staff in helping to determine the right child for the right home.
- With 24-hour ongoing support of Hogares staff, commit to maintain a child in the home until treatment goals are met.
- Provide for full supervision of the child unless they are in school or in a “Team approved” activity.
- Cultivate a child’s strengths by exposing them to a variety of activities until treatment goals are met.
- Will be a willing learner always seeking to improve communication approaches with the child.
- Will reward positive behavior and help the child to take responsibility for their misbehavior.
- Desire to maintain the professionalism of a child advocate.
- Effectively use the tax exempt reimbursement for your services and for providing room and board at a rate of $69 plus a day

Qualifications
- 25 years of age or older
- Organized, flexible, trustworthy, dependable, energetic, sense of humor
- Financially stable
- Stable relationships and home environment
- Home meets licensing standards for safety, space and hygiene
- Able to provide for the safety of a child and provide full supervision of a child
- Is organized with a structured home environment
- Likes to be involved with others working together to meet mutually designed goals, a “team player”
- Good listening skills, excellent at writing, shares information verbally
Licensing Requirements
- Able to pass a criminal background check (a records check is made through the FBI, State and Local Police).
- Able to pass an abuse and neglect clearance (abuse reporting data base is accessed by Child Protective Services, Children, Youth and Families Dept.).
- Participation in 40 hours of pre-service training.
- Positive references returned from employers (past/present), friends, adult children.
- Written self-study material and verbal interviews yield consistent, honest and thorough representation of themselves and their history.
- Determination is made by all parties that personal strengths lend evidence that parent can develop skills and effectiveness necessary in working with a troubled child.
- Determination is made by all parties indicating that personal philosophies match those of Hogares to include respect for children, discipline practices, culturally competent services, safety, supervision and child care.
